To clarify, showing captchas is what a number of our customers do and I doubt they do it as aggressively as google. Geoblocks are unfortunately often necessary to comply with the law or contractual obligations eg. media streaming.

"Threats" is based on static blocklists. "Trust Score" is generated by a model. So what this means is, "even though this IP hasn't been reported anywhere we still think it's high risk".

Time complexity doesn't seem like a great reason to use a bloom filter. Why not just check if the IP is in a set? Set membership is supposed to be O(1). The reason to use a bloom filter would be to save space.
