Free speech cannot exist with free speech and so a line is drawn. That line is that a person can say whatever they want but they cannot force people to listen. Forcing people to listen to free speech violates free speech. You don't

There are natural limits to free speech. Specifically, free speech ends when it prevents free speech in others. Even then, you may have free speech but cannot force people to listen. Not all opinions are equal and they shouldn’t be treated

I always thought this was some sort of rate limiting that twitter applies to visits from aggregators like reddit or hn. I'm not sure how I originally made that assumption, though.
