There are very basic solutions or some solutions that target only enterprises with hefty bills. Also, clearly nothing has been good enough that everyone knows about it or uses it.

Yup, but you need visibility, specially with categorisation (based on tags, environments, applications), trends and predictions. Without this it's a tedious, suboptimal job.

Yup, providing same experience as Heroku on AWS. The reason being it's a lot cheaper (almost by 10 fold in some cases), and easy integration with services like SQS/SNS.
