The "appeals to authority" fallacy applies when I'm citing non-experts (like if I'm citing Chomsky for an economics issue). CATO is overwhelmingly filled with PhDs in Economics, and with my economics background, I think it's safe to assume

Well, only 2 are dead, and those two (Hayek and Friedman) are probably the most famous libertarian economists/thinkers. I think it would be safe to assume they would support the article above.

I think you might be experiencing the Dunning-Kruger effect. The CATO Institute has 10 Nobel Laureates in Economics associated with it. http://www.cato.org/people/nobel-index.html
