I don't think specs are ever going to be perfect. Simply because the people typically writing specs (project managers, user experience designers, business analysts etc.) view the requirements through a different lens than a developer.

Fair use doesn't exist in EU. There are certain provisions of copying allowed for research and a few select reasons but its much more restrictive than the US. So if they had used quotes from the article they could genuinely be in trouble.
