The military is held to a much, much higher standard than regular law enforcement. Their rules of engagement are much stricter.

Very. It's extremely tourist-friendly. With the exception of grocery store cashiers, everyone I interacted with spoke at least some English.

Correct. I signed up with China Unicom last week, was required to use my passport, and was only allowed a single SIM card. Anonymity is nearly impossible.
