Specifying the second 0 implies portions of one cent. Like if I said something costs 10USD, the one dollar bill is implied to exist even if it isn't used (same with 10.00 implying the existence of a penny)

The problem with ATT prepaid is it's deprioritized to the same level as mvnos - might as well buy an even cheaper mvno plan at that point. Tmobile is the only big 3 carrier where all branded plans have the same priority
