  Given the admin's frequent use of carrot-stick incentives to achieve goals, I'd give fair odds to revised policy should affected parties bend knees sufficiently. The fact that this consideration applies to any policy / enforcement / regulatory position the US government takes for the next four years, domestic or foreign, is of course its own immense problem.
