For early stage it looks pretty good! Would move to see it completed. It suit Civ style play particularly well if it could be set up to notify everyone when it was their turn (similar to how some online chess apps function).

As far as I'm aware most of these devices need rooting/jailbreaking to be able to develop on them yourself. However the process isn't that difficult, and in some cases you can get full copies of android running on the device.
