If you mean client performance in general, I never had problems with that, it's just the connection to the server overseas was not that great. I have my own dedicated server in Europe to which I have much faster connection.

I'm using CrashPlan and I have recovered multiple files over past couple of years, that I either mistakenly deleted or overwritten. I haven't tried any full-scale restore, yet, though.

I think you will only need to provide additional verification for PayPal and you'll be good to go. They need to do it because of anti money laundering laws - at least here in Europe, but it's probably similar in US.
