Yep, this is an effort to make it easier for the government. By pre-approving contractors, they have fewer people they have to deal with. To be clear, anyone can become a prime contractor I.e. get access. It can just be pretty confusing and

I believe all the DARPA opps will be in sam.gov, in which case the will be in the public version of Govly. If we're wrong here we'll definitely look into specific DARPA opps. Looking into SBIR now...
