I would see it the other way around, where real and stable economies don't depend on oil export. We will see them in the coming years. An economy that mostly rely on one and unique natural resource can only suffer in the medium term.

You don't cash in straight after an IPO, most of the time the current owners of shares have to wait X amount of time before they can sell shares. I guess this help keeping the company stable.

For that case, giving an idea on how the money is gonna be made (advertisement or other) would give more trust. People wouldn't wonder "for how long" if it comes from Google or a big company as it is a trusted company and it has big chances
