You can get better optimizations with CISC. If anything, compiling to a RISC ISA and expecting the same optimizations is actually tougher.

Does linux compilation take a few minutes? The chart there says Ryzen 3 2200G takes 242 seconds to compile the whole kernel. I find that difficult to believe.

So the Fall 2017 class has a concept of inverted lectures where students watch class videos in their own time and essentially have a "office hour" and Q&A type discussion in class.

I can only comment on the first two subjects in the second link, but they look like standard graduate level coursework questions. The standard here and the standard of special topics questions Terrance Tao was asked seem quite different.
