This is entirely false and the opposite is true. Debian has much more granular package splitting and less hard dependencies.

dnf has recently added automatic restart support of systemd system services (and soon user services). It's opt-in per package, but expect things to restart more in the future.

dnf has support for using the CoW support of Btrfs to make all the disk I/O more efficient. Might be why you're seeing dnf being more efficient, because my somewhat outdated experience is totally opposite.

In Norway it's "I'll vipps you 50 crowns" or "jeg vippser deg 50 kroner". The verb is actually in the Norwegian dictionary now.

attic was removed from Debian after a data-loss bug went unfixed upstream for some time: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=802619 It is fixed in the borg fork.
