While Gas heating may be rationed, I doubt electricity as a whole will be so: - Move to more energy efficient dwellings - Get good insulating windows - Get an AC/heat pump - Substitute old appliances with more modern and efficient ones

This, probation time + take home assignment + discussion = I can filter out almost all the false negatives of the take at home. Give the people a choice between take home assignment and more classic code interview so you can dodge problems

How about Apache Beam on the Google Cloud Dataflow Runner? Easy to use, no real configuration needed, easy to switch between stream and batch workloads and really fast performance.
