Not sure where you live, but where I’m from, an increase/decrease in home value affects your proportion of the overall property taxes but not the absolute amount. If everyone’s home goes down by 20% then everyone gets same tax bill.

No. It is on a Thursday this year. Like all holidays if it is on a Saturday or Sunday it is observed on the Monday. But it doesn’t move if it is on Tuesday Wednesday or Thursday.

That is not how effectiveness is measured. 96% effective would mean in the vaccinated group 4 got infected and in the control group (no vaccine), 100 got infected.
