Can someone explain to me why ordering matters at all in financial systems? Transactions are idempotent by their nature and in this domain, I just don't see the value of imposing any kind of order. Am I missing something?

Some of this was done out of greed and political corruption so that developers could build more unaffordable housing for the wealthy - I would say the gp has some merit in their comment.
