Congress is capable of enacting laws with extraterritorial reach. I am unaware of any law that should be interpreted to criminalize the NSA's international spying.

Yes, agreed. If music doesn't have some copyright infringement grunginess to it, it's not for me. Everyone knows that the best music is made by self-taught DJs and garage bands.
