There are two things I don't understand. 1) How come there isn't a standard, mandatory, country-wide ID card system in place? 2) If you can vote without an ID card, what prevents illegals from voting as somebody else?

Spaniard here. I pay around 750€ a year. If I can prove I don't make much money, not only I don't have to pay, they'll also pay part of (or the entirety of) my rent, food, etc. 100k a year is just, wow.
