Not really. I run several web applications on one 15$ VPS. Although the user count is <5. But I think it would need quite a lot of users for the resource usage to go up to a critical level.

I share his concern for GitHub being overused. But that has nothing to do with git. He should simply do what the git devs originally did: create yet another SCM tailored to his needs. Or alternatively use am existing tool that fits him.
