Not the OP, but I have 7yo and 3yo kids and don't have a license. For as long as we lived in Europe (UK, Belgium and Czech Republic) I felt little need for it - bikes + child trailer served us well most of the time, and we took trains

Yes, well, this is part of research :-) I agree that staying for a while would be ideal, but it's very nearly impossible at this point.
