Yes, it has for quite a while now. To be clear, .NET Core is cross-platform. .NET Framework (old/existing) is still Windows-only. You can target both by targeting .NET Standard. Still confusing, I know :(

Ship a product. By doing that, you'll have to figure out SO much stuff from front to back. Doesn't even have to be your product, it could be moonlighting project. Just ship something from start to finish.

Take a look at Dell's XPS 15, seems to fit your bill. I have the older version XPS 15, and it doesn't have the hi-res screen (1920x1080) and isn't too thin/light, but is great for me.
