I thought unless an android or iPhone is beaconing, it only broadcasts ble on device wake? Maybe I'm misremembering, but for example my esphome proxies in HA will show nothing for ages at night while my phone isn't being interacte

Yeah, I've seen a few different implementations of this. The pump one I was able to watch them remove had a clone skimmer attached where your card goes which sent it's data to a bluetooth module hidden inside the service door.
