Sadly, because tweetstorms are getting more and more popular. I think it gives people a superiority feeling ("aha, look at how much brilliance I can convey in so few characters!"), whereas the reader is just frustrated.

Looks like a managed enterprisey version of Google Inbox/Mailbox app/Evomail. Probably does some natural language processing and keeps track of appointments, due dates, action items, etc.

It's not random. It's using a model to create what it believes the most likely bracket outcomes are. Those unique brackets are then distributed, obviously in order of most likely to least likely.
