   It may be a vicious cycle at this point, Americans have no faith in their government, and their government proves itself unworthy of their faith.

   The point is as long as the data is there it can be abused. A law saying that it cannot be accessed except in terrorism related cases is effectively meaningless because it could still be accessed illegally in secret, or the law could change
