Most developers are not good at testing. That's why the role of test engineer exists. I've seen in multiple projects things like assertTrue(true). I'm sure the agent is better in testing than average enterprise developer.

The actual issue is not the "bad" engineers but the bad organization. While people are allowed to push and merge whatever crap is generated there is no point to do otherwise. Even if you do care about performance, "good"

Doctrine means nothing. Russian doctrine says they should use nukes against Ukraine. But there is no point in uaing it, no advantage to gain. Russians will send you back 10x warheads. Are you going to use nukes knowing that?
