I think you're confused about the politics of the region. The US isn't a major factor in the decision making of central Asian countries. China however has taken a much more active role in central Asia which has changed the balance

I know of a company that scrapes craigslist in bulk. The owner insisted that he's had no problems. Importantly, his company is not based in the US. Maybe he just ignores their c&d letters.
