I personally use DiskCryptor, but I am not super up-to-date on the best programs for encryption/decryption. DiskCryptor does the job for me. Easy to use, open source.

IMO don't stick your nose where it don't belong. As Danso said, you could mention it to the person which the person in question reports to, and I would do so with caution and vagueness. You don't want to be seen as micromanag
