You're right, I know very little about nuclear reactors. (I'm the author.) Enough to get by, but not enough to be an authority on every variety of them. Hopefully enough to write an interesting story, though :)

It's usually pretty quick/easy to get stuff approved for in-lab, early human trials. But yeah, much longer until it's available to the public.

I was trying to work out the same thing. The no-communication theorem says that you can't transfer data using entangled particles -- but would that apply to energy as well? Not sure. Need a quantum physicist...
