It's a myth. It depends on what the company does. Internet services? Yes, you need a domestic partner, because you'll disseminate information to the public. If you're in the automobile industry, you can import cars to China.

I don't think it's intentional racism, but a lot of what many western folks think of China come from propaganda. China has visa-free policy for many countries now. Go check it out in person.

Most of the time, the unresponsiveness is due to the touchscreen itself not the software. They usually use inexpensive touchscreens. It's expensive to use something like the iPhone's touchscreen on large screens in cars.
