While it's not quite as high speed as DDR4, I've designed some simple PCIe board with KiCAD (OCuLink to PCIe x4, M2 A+E to 2.5GbE). It does require some hand-holding though. Edit: Completing comment

I may be missing some nuance and/or perspective here, but is this truly an issue? I've used Dell, HP, Lenovo/Thinkpad, and most recently Framework laptops over the last 15 years, and only one of them offered an out-of-the-box

+1 A major issue with ARM boards is you can't expect [name-your-arm-os] to run on all ARM boards. Each implements it's own boot sequence and drivers aren't the best. Something like this might push for a unified spec.
