Afaik FAA does cannot certify anything because the engineers are all hired by the manufacturers because they pay much better. The FAA can just trust the manufacturers (more details here: https://spectrum.ieee.org/aerospace&#

As an African, I think everything laid down in this article is applicable to any job. The main problem here imho is the economic system. Africa cannot capitalism like its Europe or Latin America. Private firms and investment will not solve
