There's very little difference between e.g. +25°C and +26°C, not sure why you would need event more accuracy in day to day life. There are decimals if you require that for some reason. Celsius works significantly better in cold climate

Yes, laptops without a windows license are pretty popular in at least some poorer countries. Most buyers install windows anyway and activate it via massgrave and friends, which lets you save 40 to 100 USD, which is a pretty big deal.
