They are not incompatible only if by "tons" you mean "half as many". I would expect some areas of San Francisco to have more kids than others but overall the number is very low.

In Switzerland we rarely have unattributed statements from the government. It would be considered unethical. Unlike the US with private news providers most Swiss news (television and radio but not print) are mostly funded by the government
