Would making sure that every software has libraries packaged/signed and in the same folder as would work? It would minimize common shared lib and updates to the same. THough disk space will be wasted should be still acceptable to many

I don't think India will be affected at all. Because of the 2 things. Most of the households in middle class only one person works. Otherwise, the 60 to 70 percent of the population is in farming. +Govt kind of already provides minimum

In the current scenario this would be illegal to circumvent in most cases so if DoT puts block, don't try to circumvent even if it is possible. In India the law situation pretty bad so.....

Not sure i agree, on Server spec the ram cost 10% more than CPU like if CPU cost 2000 then ram cost would be like 2200. Also it is not scalable for amount of data and not sure if I agree on laptop as well , 8gb ddr3 is about $80 while I can

I think we should not require person to be certied rather the code to be certified by a body. I think we already have this for Infra like PCIDSS and there private companies. Now if some one setup a company and work insure for cerified code
