Bouyant structures could be used, as well as wings, to suspend the track. You can't run along the ground because you don't want to go too fast through atmosphere.

Not all vehicles are safe. The shuttle was >100,000kg incoming. Passenger vehicles to orbit could be on the order of 1,000kg, which would be much easier to make safe for gliding. Emergency parachutes could even be feasible.

Easier solutions aren't necessarily good. Rockets are extremely dangerous and expensive. The ~200km required is daunting, but imminently possible.
