   Mostly because government pay trails free market rates. So the moralistic arguments come in to play because they're so underpaid.

   Very well then. I will complain. These people are underpaid. We have every right to expect the best in these positions, why are we not paying for it?

   If you want your fellow citizens, workers, doctors, etc. to all be morons, then I'd say paying teachers poorly is a good way to go about it. It's also a good way for a country to fall behind.
