Actually, the U.S. Supreme Court has a formal definition of freedom: "The right to be left alone." This is a very frequently quoted phrase in USSC decisions. BTW: the right to privacy is considered by many to be half of this.

I come from a civil engineering background. The problems you cite are not engineering problems - they're management problems. In the environments I've worked in, heads would have rolled for the over-runs/over-dues you mention

I'm an engineering tech (land development) who lost nearly everything in the crash. I "lived" (slept) in my truck, which has a custom cap made for the purpose, for four months this spring. It's not a cheap way to live.
