Are you talking about Elastic Block Store IO? Move away from original EBS volumes, use General Purpose SSSD (now default) or provisioned IOPS volumes.

Re:AWS, this test benchmarked Cloudways managed WordPress on top of AWS. They don't specify instance type, underlying software config, etc. This has little to do with AWS.

Have you considered digging deeper into Elastic Beanstalk? There's a deeper level of understanding than what the AWS Management console provides.

I don't see it mentioned much but Aptana Studio is a strong IDE. You could think of it as a distribution of Eclipse.

The cheapest Github account is extremely economical if you price out all the features you get with the account. For your needs and price point, I don't think you're going to find (or even be able to identify) much of a difference
