Can't answer your immediate question, but in my experience, the enshitification of UI is usually a result of layers and layers on top of the user <> product connection. It's everywhere

Beyond semantics though, russia would have been in much worse shape without iranian drones, nk ammo and chinese everything (no pure military gear yet, but plenty other material)

Yes, trade-offs all the way down :) Physical damage of the nature you described affects many forms of digital storage too, though I doubt vermins will find them very palatable. And there could be many copies of a book, to your second point.

A little on a tangent, but I've been thinking that it might be valuable to keep this offline knowledge infra around for backup, afaik properly stored book has lifespan that is still an order of magnitute longer than any digital storage

I'd say both, and it is failing at both counts :). The federal government is actually thinking of imposing it across Canada, even though most other places other than Vancouver and Toronto could actually use some foreign investment.
