My registrar, and as far as I know all registrars who support this at all, lease the 2LD forwarding address as an addon to the 3LD itself, and at rather a steep rate at that.

It's... not. Go to whois.nic.name and search for neil.fraser.name, and you will find whois information for that registration. It is properly paid for and registered with Verisign. I use the same registrar, 007Names, for my own .name 3L
