I had a similar experience except it was Google. Google outright killed the app and punished our developer account while Apple happily let it continue. We tried distributing the apk and going through Amazon but it was fruitless. So now it’s

They do the monthly survey in the middle of the month. Most of the state shutdowns happened after the surveys were completed. Don’t ask me why they don’t just use the weekly numbers.
