We had that, almost a decade ago. The cause was that the site was in fact compromised and at a certain very discreet URL it hosted a bunch of pages for legit products that linked to external shady sites. They got in through some PHP hole.

If you know the IP, it's easy to tar scraper's requests. However the article mentions that now they are being scraped 4-5 requests at a time from random IPs that are then never reused. It still probably possible to detect scrapers
