Taiwan has underground facilities from it's previous attempt at building nuclear weapons. Even after a Chinese decimation attack, if the invasion force is not immediatly ready Taiwan will still have enough time to build the nukes.

Point defenses would work only if you keep a 5 km distance from any object. But maybe you want to land a ship. Then you would need a nuke scanner since it could be disguised as anything.
