No, not at all. Do you think Facebook would have gone so far into implementing all the current features since the launch if the whole site was written in Perl? Same thing with YouTube and Twitter...

Great implementation. I had the same exact idea for a while, but I didn't really have a feeling for it. Suggestion: Run commercials during the 20-30 seconds in between videos (while users are voting).

It will be abused anyways, this is the Internet. Facebook could simply log IP (as if they don't already) and report the trolls.

Not many prototype elements to make it a special product. Several prints of an empty browser's window and a few bucks worth of white post-it notes seem to do the same trick.
