I have a VM on azure, and no downtime in last 3 months. Also, didn't notice any problems with disks.

Its just too expensive, you cant host your custom domain name on free instance. And there's nothing between 0 and 50$. I'm waiting for prices of azure web sites, hopefully it would compare to shared hosting prices.

App service is like API, facade, to which a presentation layer (web, mobile app) is connecting. Architecturally speaking, it doesn't have to be separate an app that connects.

But why is that a problem? You can install everything on Win8 classic (non-RT). Tablet version Win8RT is closed platform and marketplace, just like iOS Store, but desktop users can use Win8 like they're using all other win versions till now
