You need location info in addition to distance since roads and infrastructure are owned and maintained by various agencies. The solution could be to build upon EZPASS. Have the EZPass readers in every signboard or lamppost along the highway

Actually engineers are not interchangeable. whilst marketing and sales are. both hardware and software engineers have proprietary knowledge of products, marketing can be picked up by anyone with couple of weeks of orientation.
