This is true, and if you read into it you'll find that it wasn't anything to do with Valve, but actually Bethesda who defined the 25%, they've already profited immensely from the game and I found it quite hard to swallow that

I think Valve/Steam (and Bethesda) really screwed up on this one. Although the idea of modders being fairly compensated for their work is a great idea the execution was poor at best. Only 25% going to the content creators? Really? And
