In person voting at the voting booth is without any doubt more secure. For something so important like voting I would only use the most secure option. I live in a country with only voting at the voting booth and I am perfectly happy with it

The Budapest memorandum also assured no economic coercion, and it applied to Belarus, as well. Still the USA applied sanctions against Belarus, therefore breaching the memorandum. That’s also something you don’t hear very much in the news!
