Interesting area and well done on the work ! Have you looked at https://perspective.finos.org/ ? It has at least some overlaps and can manage pretty big datasets by levering Arrow in WASM in the browser.

This exists already as part of Family Sharing. You can do everything you said when you manage your kids accounts (manage contacts, whitelist internet websites, define appropriate content ratings and so on.

I was thinking like you but they say they compute usage on a 3 month rolling average basis. So an infrequent hit should not be an issue.
